Why are the crime statictics for blacks so disproportunate to their percentage of the population?

hip hop culture glorifies criminals. because the majority of hip hop listeners are black and all but a few of the artists are black. as a cop almost every young black person i see breaking the law is imitating hip hop. from the way they dress to they way they talk.
